Preface

The Korean government has recently promulgated a law that will permit the establishment of a Korea Advanced Institute of Science (KAIS). The principal objective of KAIS will be to assist the economic development of Korea by providing the nation with superior graduate training in those fields of applied science and engineering or importance to Korean industry.

As a result of the interest aroused by the proposed KAIS, the U.S. Agency for International Development (US/AID) sent a five-man team to Korea in the usmmer of 1970 for the dual purpose of: (1) evaluating the concept and feasibility of KAIS for the benefit of both US/AID and the Korean government, and (2) advising the Korean government on how best to implement the concept. Two members of the Team represented an advance party that spent two months in Korea, while the other three members spent two weeks near the end of the longer period.

This report present the views of the Survey Team as a team, and is being transmitted to US/AID and through US/AID to the government of the Republic of Korea with the hope that it will be useful in the establishment of KAIS.

The Survey Team would like to thank the Korean Minister of Science and Technology and members of his Ministry for the support given to them; every request for information and for help in making arrangements was handled efficiently and cheerfully. The Team also appreciates the time that the many Koreans from industrial concerns, universities, and government gave to conferences. Special appreciation is also due the Seoul office of the U.S. Agency for International Development for the help and hospitality that was given to the Team as a group, and also in many cases to its individual members.
